Admiralty, War Office and Air Ministry are satisfied that the conclusions arrived at by the Committee of Imperial Defence in March last, as quoted in my telegram above referred to, continue to govern the situation both in China generally and at Canton in particular from their respective points of view. The Admiralty further consider that prior

evacuation of Swatow would also be essential in the

event of any measures being taken against Canton.

The above-mentioned Departments are considering

the question as to what other measures short of a

blockade including those proposed by the Commodore

at Hongkong would be practicable in case of necessity.

We shall of course await your observations and

those of the Governor of Hongkong on this telegram,

our telegram No. 269 and Canton telegram No. 43.

Do you think that there is now any ground for con- sidering further immediate active measures against the Canton government until we have had time to test the sincerity of their assurances and to see whether they do in fact take serious steps to call off the boycott by the date mentioned?

It is in the meanwhile of the utmost importance
